I rise today as not only the representative of the 14th Congressional District but someone that loves my State. When I hear the word California, I cannot help but smile. It is a great State and we have done and will continue to do great things. But we know that she is a State that is in crisis, and so I join with my colleague from the Committee on Appropriations, the gentlewoman from California (Ms. Pelosi), in the amendment that she offered because it meant and still means relief for California. What I rise to speak about today is the issue of refunds. There has been some $8.9 billion which is not penny larceny, by the way, which has been exported out of the State of California, the largest export of dollars since the Civil War from one State to another.
