I believe that this is a small but very important investment, and it will make vehicles more fuel efficient. I think this is not only a value of the people of my congressional district but of the entire Nation. Our country today is paying too high a price for not being fuel efficient, not being energy efficient; and to add insult to injury, we are depending upon our opponents and in some cases our enemies to supply us. That is a policy that I believe is on its head, and so I was pleased to request of the committee that we make an investment in this technology. Now, what does it do? It develops a new type of cost-effective, energy-efficient fuel cell for automobiles. Now, fuel cells, we know that they can dramatically improve mileage per gallon, but the downside is that they require platinum, and platinum is expensive and it is in short supply.
