“Mr. Chairman, last week was really quite an extraordinary week for those of us who serve on the House Permanent Select Committee on Intelligence. Breaking with past precedent, all committee Democrats voted against the intelligence authorization bill in the committee markup. And there was one primary reason for that, and that is that counterterrorism is underfunded significantly, by two-thirds, in this authorization bill. I have said more than once you cannot have a 100 percent commitment to counterterrorism and the global war on terrorism if you are only going to fund it by 33 percent. We have failed, I believe, to do everything we can to strengthen the oversight. Truth is the oxygen of democracy, and it is the responsibility of members of the House Permanent Select Committee on Intelligence to pursue the truth through strong oversight.”
