“This evening I rise in strong support of the conference report, and I urge my colleagues to support it as well. Like all conference reports, it represents a compromise. Nonetheless, the agreement is entirely consistent with the bill which passed the House by a voice vote last month. That is highly unusual for a bill of such substance and such importance to come to the floor and be passed by a voice vote. I am proud of the role that I was able to play in this. The FDA, I believe, will be a better agency because of this legislation. Drugs and medical devices will get to patients sooner without any reduction in the safety and the effectiveness of these products. I am particularly pleased that a compromise was reached among the conferees on a provision allowing for accredited third parties to review medical devices, and that the House held its position with regard to the labeling of devices.”
