All committee members will receive a full briefing 6 months after the Gang of Eight briefing unless the President continues to certify that ``extraordinary circumstances'' still exist that require a limited briefing. These were hard fought-for changes and reforms, and they were not easy to come to. I think that, regardless of whether it is a Republican administration or a Democratic administration, these reforms are tough to get. Yet they have been secured, and I think they are very important, not only for the operation and the oversight of the committees, but for the betterment of the American people and our national security. Finally, the bill creates a statutory and independent Inspector General for the intelligence community, and I think that this is another great plus. This bill strengthens the prerogatives of Congress, and I urge my colleagues to support it.
