Nothing in this Act limits, restricts, or prohibits the Secretary of the Interior or any State program from giving priority to-- (1) hiring unemployed workers, including veterans, who are actively seeking work and for whom unemployment taxes were paid during prior employment; and (2) utilizing equipment and materials manufactured in the United States in mining operations, where practicable.
