MAKING IT IN AMERICA AND PROVIDING JOBS FOR UNEMPLOYED WORKERS. Nothing in this Act limits, restricts, or prohibits the Secretary of the Interior or any State program from giving priority to-- (1) hiring unemployed workers, including veterans, who are actively seeking work and for whom unemployment taxes were paid during prior employment; and (2) utilizing equipment and materials manufactured in the United States in mining operations, where practicable.
