Mr. President, colleagues, this amendment would simply reaffirm the importance of FEMA and express support for its continued role in providing nonpartisan, long-term disaster relief to all impacted communities. We have seen in recent years, whether it is wildfires in the West, ice storms in Texas, tornadoes in the Midwest, or hurricanes in the Southeast, Mother Nature does not distinguish between red States or blue States, neither should our disaster response and recovery efforts. I know that many, many of our Republican colleagues represent States that simply don't have the resources necessary to properly prepare for and respond to major disasters without the assistance of FEMA. So we must work together to protect it. This amendment should unite all of us, and I urge all of us to support it. The PRESIDING OFFICER. The Senator from Utah.
