Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used in contravention of Secretarial Order 3289, issued by the Secretary of the Interior on September 14, 2009, and addressing the impacts of climate change on America's water, land, and other natural and cultural resources. The Acting CHAIR. Pursuant to House Resolution 820, the gentleman from California (Mr. Lowenthal) and a Member opposed each will control 5 minutes.
