Mr. Chairman, I just want to comment that risks due to flooding, to stronger storms, to climate change are not putting the cart before the horse. I am simply asking that we don't waste taxpayers' money by not considering these risks. This is a fiscally sound amendment, and I urge an ``aye'' vote.
