Mr. Chairman, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 1, beginning at line 16, strike ``December 12, 2008 (73 Fed. Reg. 75813 et seq.)'' and insert ``June 30, 1983 (48 Fed. Reg. 30312), except that this paragraph shall not apply to a State if the Governor of the State notifies the Secretary that such application would reduce stream protection from the level of protection achieved by the State program as in effect on the date of the enactment of the Preventing Government Waste and Protecting Coal Mining Jobs in America''.
