Mr. Chairman, I yield myself such time as I may consume. I want to respond to one thing that was just said. The 2008 Bush rule is not more protective than the 1983 Reagan rule. I have explained that. The 2008 Bush rule has huge exemptions within it, and that is why it is important that we go back and we adopt my amendment to take us back to the reasonable 1983 Reagan rule. I yield the balance of my time to the gentleman from Pennsylvania (Mr. Cartwright).
