We must achieve 100 percent carbon-free electricity by 2035, and the entire U.S. economy needs to reach net-zero emissions by midcentury.

I believe the only response to this is to make sure that the fleet is big enough and flexible enough to meet congressional requirements.

This really fails to understand the value of the U.S.-flag fleet.
