I just want to come down to the central issue. Once we have decided it is all right to offer States prison grants, and that by offering that, it is not a violation of federalism, as long as we seem to be both on board on that, the major issue in prisons, of all the issues, is what is the length of time served by those who have been committed to prisons. Mr. Chairman, our bill offers to help those States which are trying to keep the serious violent criminals off of the streets longer.
