I propose that the best approach is a sense of Congress that would embody many of the statements we have heard here today. I tried to make that in order with the Rules Committee. They chose not to make it in order. If decertification ultimately is not approved, I will still again propose a sense of Congress resolution. Why do we vote for decertification? Well, first we have been told it is required that we vote for decertification under the law, because Mexico is not fully complying with cooperation in the antidrug trade. But the definition of being fully cooperative seems to be that every official at every level has to be doing his or her utmost, in this case in Mexico, to fight the drug trade. If that is the standard, Mr. Speaker, there is no country that could probably be certified under that kind of guideline.
