I believe that we here in the Congress who are most affected by this decision should share this decision with the people of the United States through their legislatures. In other words, I can think of no reason why we should withhold this policy decision within the Congress. I believe that we should share it with the State legislatures by voting in favor of a constitutional amendment. The State legislatures then can adopt this amendment or not adopt this amendment, but that will be the final decision. The final decision is not made in the House of Representatives or in the other body, in the U.S. Congress.
