I think that to say that the Advisory Commission should give its priority in studying those issues which are in litigation makes a great deal of sense. But it seems to me to the extent we can head this off or if they arise to the extent we can address them rapidly, that saves a great deal of money, of time, and of effort of government agencies that are litigating against each other.
