“I just want to say with respect to that issue that the gentlewoman has raised, I have not seen the Federal Justice Department prosecute cases primarily where local government or State government has not prosecuted. I have seen duplication of prosecution, the same individual prosecuted twice. I am again saying that that may be a matter of further inquiry. I think in a number of localities the gentlewoman's point is quite correct, there is a threat of violence at reproductive clinics. I do not think that has been shown to be all over the Nation. I make it as clear as I can, in terms of Congress' intent, that my illustration even if it were operative, which it is not, would allow the communities to provide additional security support at reproductive clinics or anywhere else in their communities they felt it was needed.”
