I want to say that the President of the United States has it in his power as a result of our previous vote to open up the entire Government by doing just one thing, offering his version of a balanced budget. That is all he has to do. Mr. Speaker, I have to respectfully correct one of my Democratic colleagues who said we were requesting that the President present a budget acceptable to us. That is not true. We are requesting that the President abide by the agreement he made with Congress, which is to present a budget which is balanced within 7 years using the economic projections of the Congressional Budget Office. After that, the President can establish the spending priorities any way he chooses. After that the President can set any tax policy that he chooses; less taxes, no taxes, no change in the Tax Code. If the President would just do what he agreed to do in November, all of the agencies discussed on the other side will be opened.
