Mr. Speaker, I want to say, first, I hope the House realizes how much H.R. 1670 is needed. The fact of the matter is that procurement is just one of many areas where our Government is operating years, if not, in fact, decades behind where private enterprise is now functioning. The provisions contained in H.R. 1670 are needed to bring the Government's processes more current so that the Government can better serve itself, that is the taxpayers who are funding it, and better serve those businesses who wish to do business with the Government. Specifically with respect to small business, we believe that if H.R. 1670 becomes law, that procurement will become easier so that more small businesses will be enticed to offer to do business with the Government, when many small businesses might not do so today because of the cumbersome nature of the whole procurement process.
