I think the better analogy would be, the police officer goes to my friend and says, Congressman, there was money in the budget for my bulletproof vest. What happened to it? I don't have my vest. And the gentleman said, well, we didn't cut the money for your vest; you're wearing it. But the officer says, I've got no vest on. And the Congressman says, that's my story, and I'm sticking to it. It may be a good story, but it doesn't protect him from bullets.
