I just want to say in conclusion once again that it was our belief we would be debating these amendments for the entire 10 hours of this bill, which essentially made the same point over and over again, which we think we have recognized in accepting the amendments we have offered. More importantly, Mr. Chairman, I believe this particular amendment offered by the gentleman from North Carolina [Mr. Watt] inadvertently, I am sure, would have precluded legitimate uses of law enforcement money.
