Mr. Chairman, the intent is to give States the option, not the mandate, to charge a toll. If the States choose, they may allow hybrids; if they chose to allow hybrids under the condition of a toll, they would have that capability as well. We do not want to mandate that. Hopefully, I hope it would not be necessary. If at some point down the road there were so many hybrids on the road that it was creating a clogging of the HOV lanes, States would be able to uninvite them to the HOV lanes or charge a toll. So, yes, that is the intention of the amendment.
