Mr. Speaker, I yield myself such time as I may consume. This bill, as we know, designates the 9/11 Memorial at the World Trade Center as the National September 11 Memorial and authorizes a grant program of up to $25 million per year for the next 7 years to support the operation and the maintenance of the memorial. The bill was amended at markup to make the grant program available to other September 11 memorials located in the United States. Money for the grant program will be subject to appropriation and come out of the overall budget of the Department of Interior. I want to thank and congratulate my colleague from New York, Representative Nadler, as the lead Democratic cosponsor. He has diligently guided this bill through the legislative process. It is because of his hard work and advocacy that it has come this far. September 11 both rattled and united this country like few other events in our history. We still live with the repercussions, and the memorial is a fitting tribute and a solemn reminder. Mr. Speaker, I reserve the balance of my time. Mr. MacARTHUR.
