The text of the amendment is as follows: Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Tribal consultation.--The plan required by paragraph (1) shall include a Tribal consultation plan with Tribal governments and the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Defense, and the Secretary of Energy.''.
