This proposed rule seeks to waive House rules requiring disclosure of any earmarks in the underlying bill, H.R. 2087. Therefore, pursuant to clause 9 of rule XXI of the rules of the House, I make a point of order against consideration of this rule. The SPEAKER pro tempore. The gentleman from Arizona makes a point of order that the resolution violates clause 9(b) of rule XXI. Under clause 9(b) of rule XXI, the gentleman from Arizona and the gentleman from Utah each will control 10 minutes of debate on the question of consideration. Following the debate, the Chair will put the question of consideration as follows: ``Will the House now consider the resolution?'' The Chair recognizes the gentleman from Arizona.
