Mr. Chairman, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 15, after line 21, insert the following: ``(6) Low-income and communities of color analysis.--The evaluation of each alternative in an environmental impact statement or an environmental assessment shall identify the potential effects of the alternative on low-income communities and communities of color.''. The CHAIR. Pursuant to House Resolution 420, the gentleman from Arizona (Mr. Grijalva) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
