What you are doing is you are favoring one bidder over another.
I've watched it happen. I've lost out on too many bids where there was exclusionary language in there.
So if that's part of what the proposal is, that's not really trying to get to the best price.
I see it as exclusionary. I don't see it as increasing the field of bidders.
