Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: In section 202 of the Rules Committee Print, strike ``Section 209(b) of the Clean Air Act'' and insert the following: (a) Finding.--Congress finds that the emissions of greenhouse gases from a motor vehicle tailpipe are related to fuel economy. (b) Report Required.--Not later than 60 days after the date of enactment of this Act, the Secretary of Transportation shall submit a report to the Congress that, notwithstanding section 201, assumes the implementation and enforcement of the final rule entitled ``2017 and Later Model Year Light- Duty Vehicle Greenhouse Gas Emissions and Corporate Average Fuel Economy Standards'' (issued on August 28, 2012) and estimates-- (1) the total number of jobs that will be lost due to decreased demand by year caused by the rule; (2) the number of additional fatalities and injuries that will be caused by the rule; and (3) the additional cost to the economy of the redundant regulation of fuel economy and greenhouse gas emissions by the Environmental Protection Agency and State agencies for model years 2011 through 2025.…
