The legislative clerk read as follows: A bill (S. 3388) to amend title 38, United States Code, to improve benefits administered by the Secretary of Veterans Affairs, and for other purposes. There being no objection, the Senate proceeded to consider the bill, which had been reported from the Committee on Veterans' Affairs.
