I am adamantly opposed to any type of processor quota share.

Under the provisions of GATT the holder of resource assets may have rights which supercede those of the state or Federal governments.

The U.S. may be in danger of giving away control of its fisheries and oceans simply by adapting the processor shares provisions of the Crab Rationalization Plan.

The domestic issues of socioeconomic violence and antitrust law violations are bad enough; the international implications are truly frightening.

In short, the processor share provisions of the Rationalization Plan may destroy the Magnuson Steven Act, and all American fisheries.

I believe that there are grave dangers to the United States inherent in the Crab Rationalization Plan being considered by the North Pacific Fishery Management Council.

I would like the committee to consider the following points:

This entire process is about harvester reduction.

There is no reason to guarantee the four remaining companies a free ride for the rest of their corporate existence.

It seems that all common sense has been thrown out the window on this issue of PQS.

I do not support Processor quota in any form.

There needs to be that title, and it needs to be kept in place, because politically that sends a signal to the 1.2 million men and women across the country that they have an advocate in Washington.

I would just urge us, using our oversight rule, to make sure that we don't allow the bureaucracy... to take apart the most successful program we've seen.

It's unconscionable today that we have fire departments in neighboring towns that can't talk to each other...

I do not see how you can possibly tell Americans that their homeland is secure if their border is not secure.

We do not want the military on the border. That is not appropriate. It is not constitutional.

In my home State of Arizona, we now have vigilante groups who are forming and because of their frustration with the lack of enforcement of our border, are now taking the law into their own hands.

I would urge you to look at the use of the Predator, and other high tech equipment which we have developed and could easily use along our border.

It poses a threat. I do not know how we can assure the security of our homeland when we have insecure borders.

We have no control over our southern border. 30,000 illegal immigrants are coming across the Arizona border every month.

We have an increasing flow of illegal immigrants, drugs, and possibly--I emphasize, possibly--terrorists through our southern border and perhaps our northern border.

I am just exceedingly proud of that.

I believe that this has validated the commitment this country has made toward that.

Each time that we have debated it, those who have felt that we need to move forward with a missile defense have prevailed in the debate.
