I do not see American travel as some kind of a reward for good behavior on behalf of the Cuban Government.

I could not agree more. And that is why I have opposed our policy on Cuba for so long.

Let us simply allow Americans to travel to Cuba, and we would achieve in my view--and this is not your call to make.
