It might be. And without the Executive order, they can consider that. Nothing prohibits that. But the problem is that the Executive order has led to a situation where some agencies interpret that as requiring a PLA, and that's what we're trying to get away from. And so the amendment is a good one. I would urge its adoption, and I thank the gentleman for bringing it forward. This will be consistent with another appropriation bill that is coming to the floor with this already in, already having been accepted by the Appropriations Committee.
