The Clerk read as follows: Mrs. Kirkpatrick moves to recommit the bill H.R. 3189 to the Committee on Natural Resources with instructions to report the same back to the House forthwith, with the following amendment: Page 3, line 7, strike ``The Secretary'' and insert the following: ``Unless necessary to-- ``(1) protect Tribal treaty rights; ``(2) preserve recreational fishing; ``(3) mitigate drought conditions in an area covered by an emergency drought declaration; or ``(4) facilitate fire suppression; the Secretary''.
