I want to echo his sentiments concerning the gentleman from the Virgin Islands [Mr. de Lugo] who has been an outstanding leader as chairman of the Subcommittee on Insular and International Affairs... His service for the past 20 years as a Member of this body has been invaluable and he will be missed by all who have worked with him. Mr. Speaker, I rise today in strong support of H.R. 2144, a bill to provide for the transfer of excess lands to the Government of Guam. It is my hope that today's vote will be a significant step toward the final process of transferring 3,200 acres of excess land currently owned by the Federal Government to the people of Guam.
