Mr. Speaker, my district has 200 inches of rainwater a year, and I would be more than glad to share some of my water with my colleagues. Unfortunately, they would have to go many miles to get these 200 inches of water that we would be more than glad to share with our friends here in the continental United States. Mr. Speaker, I think the spirit of bipartisanship has been demonstrated this afternoon as we debate and discuss this issue; and, again, I urge my colleagues to support this legislation.
