it has been said among some of the critics of this legislation, saying that the people of Guam were properly compensated already. I am sure the gentlelady has the correct information so that we can inform our colleagues this is not true. The way the whole thing has been presented, the procedures that were followed and the war claims that were made for the U.S. citizens left out the people of Guam. For some reason or another, I think our colleagues need to understand this a little more clearly.
