I would suggest that before he starts spouting off his mouth, perhaps he should get the facts first before expressing an opinion to this issue. The fact of the matter is the Fair Labor Standards Act does apply to American Samoa, my district, since 1938. So this whole idea that American Samoa has received a special exemption and the Fair Labor Standards Act not being applicable to my district is totally wrong and erroneous. The fact of the matter is since 1956, the Congress amended the Fair Labor Standards Act requiring at that time most of the territories, who are very difficult in terms of economic development and in the process the other territories went on their own ways and the Federal minimum wage law became applicable, except for my district.
