What we have now, though, is an enemy, not something that is tangible, but something that we are faced with and we might get into, and that is indulgent spending. Our Nation is spending money, this Congress is spending money, that we do not have. We are spending money of our children and our grandchildren, and what is immoral about that is it is without their permission, and this is why this bill that we have here today is so important, that we are trying to balance the budget for the sake of our Nation and, particularly, our children and our grandchildren. We have had the job of looking at the responsibility that we have, the moral responsibility that we have, of cutting the budget and saving this country from the enemy that is from within, and we have had to say 'no.' We have had to say 'no' to program after program after program, and it has been tough, but we have wanted to cut spending first.
