As I have looked at these other proposals by the liberals in this body, I see that really all we are doing is recycling money, that we are not really sending it to the deficit, we are not really cutting spending first as the people of the Nation want us to do. What it seems like we are doing in that regard from that side of the House is this bill, and I know it is, but explain to the American people how this bill is not recycling money but it is actually cutting the deficit and actually bringing some pain so that we can gain on the deficit?
