“I want to confine my remarks to the Tate-Riggs bill. It has to do with the pensions that are available to Members of Congress who have been convicted of felonies. I had someone in Arkansas come up to me and say, let me get this thing straight; said, you just had a Member of Congress, a very powerful Member of Congress who was convicted of numerous felonies, and he is getting $96,000 a year in the process. I said, they said, Jay, just get me straight now. Explain to me how that is fair. Well, I want to put this poster up so that that person who said that to me will know that I am here to do something about it. Dan Rostenkowski is getting $96,462 a year from a pension after he has committed felonies related to his service in Congress. There is not a way in the world that we can stay in this, on this floor and in this body and allow this to happen and then go home and say, we want to have your respect. People are fed up. They are through with that sort of thing. I did not have an explanation. The only explanation I have is that I am going to work hard on this bill. I am going to try to make sure that that is not going to happen again.”
