Mr. Speaker, I stand tonight to spend a few minutes on this House floor paying tribute to a longtime friend. Before I do that, I yield to the gentleman from California, Mike Garcia, who has been an exceptional naval aviator, corporate executive, and now the distinguished gentleman from southern California.
