I agree with Ms. Waters that we need to make sure that, in the implementation of this section, these beneficial features are not inadvertently caught up when really they have done nothing to the fundamental problem that we are trying to solve today, which is this institutional investor challenge. Leveling the playing field between individual buyers and large institutional investors is the goal.
