I think there are some valuable things in Representative Huffman's legislation, but I think that certain aspects of the process that are used now by the councils are working very well, and they don't need to be disturbed.
It seems to me that one of the reasons the Magnuson-Stevens Act has been so effective is that the regions have flexibility in meeting outcomes.
Your testimony indicates that there are some concerns that the councils may have with Mr. Huffman's bill, and, namely, that it decreases the regional flexibility.
