I signed this bill recognizing that the Congress has indeed made some progress since October 3.

I am disappointed that the Congress eliminated the FY 1995 funding of $405 million for the compliance initiative.

Again, I urge the Congress to meet its responsibilities by sending me the remaining regular FY 1996 appropriations bills in acceptable form.

Clearly, this bill does not reflect the values that Americans hold dear.

I am nevertheless committed to working in the coming weeks to see if we can reach common ground on balancing the budget.

We must balance the budget, but we must do it in a way that is good for our economy and that maintains our values.

I will veto that budget.

Tonight represents the first sign of their willingness to move forward without forcing unacceptable cuts in health care, education, and the environment on the American people.

This agreement reflects my principles.

This is the way our Government ought to work.

An agreement has been reached to reopen our Government beginning tomorrow.

The Government will go back to work tomorrow.

Nothing will be agreed to unless all elements are agreed to.

Let's get back to work, together, to balance the budget without unbalancing our values.

My budget also invests in our people and our future.
