The purpose of the Council shall be to develop a comprehensive strategic plan for Federal food safety activities.

The principal goal of the plan should be the establishment of a seamless, science-based food safety system.

Hillary and I are deeply saddened by the death of Justice Lewis F. Powell, Jr., one of our most thoughtful and conscientious Justices.

Justice Powell was an admirable public servant.

Today, I signed an Executive Order establishing the President's Council on Food Safety.

I hereby direct the Council to review and respond to this report as one of its first orders of business.

I hereby order, by the authority vested in me as President by the Constitution and laws of the United States of America, that the flag of the United States shall be flown at half-staff on the day of his interment.

My Administration is committed to ensuring that the American people enjoy the safest food possible.

We can and must continue to build upon these efforts.

There is established the President's Council on Food Safety.

Our progress is the result of stronger laws, tougher enforcement, and increased public awareness.

I continue to challenge the Congress to enact this life-saving measure.

If we work together, we can spare thousands of families from the grief and anger of losing a loved one to a preventable drunk driving crash.

Drunk driving deaths accounted for less than 40 percent of all traffic deaths.

We are making real progress in protecting Americans from drunk drivers.

But the point now is in identifying the network, asserting jurisdiction, denying material support, technological, financial, provision of services and fundraising.

I am proud of the men and women of our Armed Forces who carried out this mission and proud of the superb work of our intelligence and law enforcement communities.

The purpose in doing this was to add another tool in our effort to dismantle or disrupt Osama bin Ladin's network and, therefore, his ability to attack the United States.

Now that we've taken this step we can urge our allies to take analogous steps within their own system.

This is one tool in the broad front that my colleague has outlined for you that will work together to take down the network.

I'm determined to use all the tools at our disposal.

This is precisely why we need to wage this multiprong campaign.

It is very important that Americans understand that the threat we face is not part of the Islamic faith.
