Our investment in Ghana and Africa is one of the most important we can make for the new century.

I am pleased to transmit the Biennial Report to Congress on the Administration of the Coastal Zone Management Act (CZMA).

The bill is essentially unworkable in its current form to the extent that it purports to require a single, common application form for all the many different Federal grant programs.
