The Commission shall provide advice to the President, through the Secretary, on the development, monitoring, and coordination of Federal efforts to improve the quality of life of Asian Americans and Pacific Islanders.

Each agency's plan shall provide appropriate measurable objectives and, after the first year, shall assess that agency's performance on the goals set in the previous year's plan.

I want you to all ask yourselves something.

We've worked hard to break down some of the barriers for people living with mental illness.

The Secretary shall review the agency plans and develop for submission to the President an integrated Federal plan to improve the quality of life of Asian Americans and Pacific Islanders.

One out of ten children suffers from some form of mental illness, from mild depression to serious mental disease.

I hereby ordered as follows: There is established in the Department of Health and Human Services the President's Advisory Commission on Asian Americans and Pacific Islanders.

This is a moment of great hope for people who are living with mental illness.

There are even some people here who don't share his politics, or mine, who are here because they like him.
