I signed into law H.R. 2020, the 'Treasury, Postal Service, and General Government Appropriations Act, 1996.'

I am pleased that a provision contained in an earlier version of the bill was removed from the bill.

I signed this bill recognizing that the Congress has indeed made some progress since October 3.

This bill provides insufficient funds to support the important activities covered by this bill.
