It eliminates my COPS initiative (Community Oriented Policing Services) to put 100,000 more police officers on the street.

I want to sign a good bill and I am prepared to do exactly that if the Congress will make the following changes to this legislation.

We don't need to do it by cutting back on police officers and risking our safety.

I ran for President in large measure to renew our democracy, to give ordinary Americans a greater stake in our Government.
