“This money is critically important for high-threat urban areas. It is also money that the Secretary of the Department of Homeland Security has already made clear is needed in order to address the vulnerability and threat and other intelligence information that comes in on an hourly basis, not only to the Department of Homeland Security but to all of our intelligence agencies. The Secretary and the Department have identified so many communities as high threat during the past few months that it is a little bit daunting. But I agree with that assessment because, whether it is a large city such as New York City, or a small community such as Lackawanna, we have threats from one part of our country to the next. Indeed, just last month Attorney General Ashcroft unsealed an indictment against a 34-year-old Ohio truck driver who plotted with al-Qaida to destroy the Brooklyn Bridge.”
